Biografija

Born in 1936 in Tržič, Slovenia. Graduated cum laude from the France Prešeren Grammar School in Kranj (1955). Graduated from the Faculty of Law of the University of Ljubljana and won Prešeren Award for his graduation thesis. Acquired the PhD at the University of Ljubljana (1965) with his dissertation on the international law aspects of the “right to home” of exiled persons in Central and Eastern Europe after 1945.

Further post graduate and post doctoral education: at University of Lund, Sweden (1958), University of Vienna (1963/64), Institute of International Law, University of Thessaloniki, Greece (1972), Wilton Park, United Kingdom (1972), The Hague Academy of International Law (1973), Max Planck Institute for Comparative Public Law and International Law, Heidelberg, Germany (1979).

Pedagogical and scientific work: Institute for Ethnic Studies, Ljubljana (1961-1965), Faculty of Sociology, Political Sciences and Journalism (later Faculty of Social Sciences), Ljubljana – assistant professor (1965 – 1972), professor (1972 – 1983) of international law and international relations, Faculty of Law at the University of Addis Ababa, Ethiopia (1983-1986),professor of international law, Faculty of Government and European Studies, Nova univerza, Brdo pri Kranju (2007- present), professor of international law, European Faculty of Law, Ljubljana – Nova Gorica, Nova Univerza (2008-present), professor of international law and international relations, Diplomatic Academy of Vienna (2008/2009), Guest lecturer at many European and American universities, as well as in India and Brazil. Mentor to several tens of Ph D students from Slovenia and several other countries.

Awarded the Recognition for high quality of his research work (Award of the Foundation Boris Kidrič 1977; Professor Emeritus 2018.

Published several scientific monographs on topics of international law and international relations (international legal protection of minorities; the right of peoples to selfdetermination; foreign policy (and all together over 800 entries in his bibliopgraphy, among them 50 scientific entries).

Member of European Academy of Sciences and Arts (EASA), member of International Law Association, former member and president of Consitutional Court of Republic of Slovenia, former member and president of UN International Law Commission, former member of advisory committee for nominations (ANC) for international Criminal Court (ICC), former member and chairman of the Board of Governers of IAEA (International Atomic Energy Agency), former member of executive council (Governement of Socialist Republic of Slovenia 1967-72) – responsible for science; Dean of Faculty for Social Sciences, University of Ljubljana, 1986-89.  Ambassador of Yugoslavia to India and Nepal (1989-1991), Ambassador of the Republic of Slovenia to the USA and Mexico (1991-1997), Permanent Representative and Ambassador of Slovenia to the UN, New York, and Brazil (2000-2002), Ambassador and Permanent Representative to Austria and OSCE, IAEA, UNIDO, CTBTO, ODC and UN in Vienna (2002-2008). Former Senior Adviser to the President of Republic of Slovenia for matters of consitutuional legal problems, foregin relations and international law (2017 – 2022).

Recipient of the highest state decorations of the Republic of Slovenia,  high state decorations of US State of Colorado, Republic of Austria, Republic of Hungary,  Kingdom of Spain and of former Socialist Federal Republic of Yugoslavia.
